Handicap adjustment question

If durring a stroke play comp player "a" shoots a net 70.
(par 70 with a css of 70)
Durring the round player 'a' took a 10 on a par four. Does his handicap get adjusted? My friend recons it gets rounded down to a double bogey 6 so player ''A " For handicap purposes gets cut off a score of net 66????

Any help please

Depends on the player's handicap and the Stroke Index of the hole.

But it gets rounded down to a NET Double bogey. So at least down to 8 and maybe 6. So net 68 or 66 resp (for handicap purpose only).

Rounded to nett double bogey. Depends on Stroke Index.
