Not sure why you'd be suspect of the conclusions just because the report was from another country - the Golf Course Owners Association is a reputable group and obviously involved with the game.
I get your point but to be fair the club were very clear. In normal, winter conditions, lift and clean on the fairway only. When the weather became worse, next email, lift and clean on the fairway, lift, clean and drop off the fairway. (I have not gone back and used used their wording so if anything is not entirely correct that is my doing).
