Not being able to tell if the ball is in the fairway because the greenkeepers don't do their jobs.
Would that not be more weather related?

Not sure if you mean the fairways are too long and the same length as the rough, or the rough is too short and same length as fairways?

At out club, it is really difficult to tell where the boundary is, but mainly because the first cut is too short (just not growing anymore). In fact, a lot of areas there is barely any grass at all. It almost feels like the green staff did too much grass cutting (extending back to the end of las winter, and given the summer we've had, it has been a real struggle to get the grass growing (if only we had fairway irrigation, but that is very expensive).

Not sure if your club is the same? Or, if the fairways are long, could it be that there is a risk to cutting them shorter at this time of year?

It's where the grass is too long now it's grown back, so now when preferred lies is in play, it's impossible to tell where is cut to fairway height to be able to pick and place. The fairways have no definition.

This begs the question that if the fairways are exactly the same length as the rough and you have E-3 Preferred Lies in place, can you prefer the lie of the ball on the entire course? It says 'cut to fairway height or less'.

Given that most of our fairways and first cut areas are so bare at the moment, you are actually often sitting on bare mud rather than grass. A preferred lie, you just look for a tuft of grass, but even that is hard. So, when I am in an area that is clearly the first cut through the summer, but it is lying in mud in patchy grass, I do ask "well, clealry I'm in the first cut area, but my lie is also cut to fairway height or less (i.e. no grass)".

Interesting point. There are still bare patches in the rough, so I'll pick and place from now on.

The GK should just walk around the edge of each fairway with a hand mower.
This gives you a clear line for PL!
