Are you travelling yourself? If not what we always do to half the costs is 'double up' so put 2 x sets in the 1 travel case and we have never ever, in 13 years of travelling with thieving airlines, been caught out.

I don't think there's anything to be caught out - I don't think it stipulates one set of clubs, I think it's weight, but the one thing you don't want to do is get stung for excess weight - dearer than gold
