Free relief from damaged bunker lining

Can the Committee define this as an Immovable Obstruction so should a ball coming to rest against/ on it then a free drop can be taken, not nearer the hole, in the bunker? Yes, ideally, the bunker should be GUR, but often such damage goes unreported/observed.
Has anyone got such a ruling at their Club?
Wording would be appreciated. Thanks

If it goes unreported/observed, how can the committee make a ruling? If they have a blanket ruling, then it will be abused by player claiming they get relief when their ball is in a slightly dodgy lie in the sand.

In that case it's tough to have rulings of any sorts around the place. Better that folk are saved from potentially injuring themselves, I'd say.

Thanks,.... yes,I'd say so & would treat it as such but we have many members who wouldn't recognise it as such & potentially risk injury by playing it.

I too would be treating a bunker lining as an immovable obstruction, damaged or not, in the abscense of a LR making it integral.

No need for a Local Rule, just a note to members explaining it to them. (they may not read a Local Rule in any case)

Agreed as said, the lining, damaged or undamaged is an immovable obstruction. The Local Rule referred to makes the lining integral if in its intended position which means any bits of out of position remain immovable obstructions from which relief can be taken.

As already stated, bunker liners are immovable obstructions by default.

Most (all?) tour and elite amateur hard cards declare bunker liners in their intended position to be integral objects.
