FM frequencies in UK ???? Help pls

My father is in Florida at present, and has just seen a device that transmits your Mobile reception thru your Car Audio system, but transmits on something like 33-35 FM .........??

I thought FM over here is 80 - 103 ish - or is that just in the UK ?

Anyone know ?

It's 87.5MHz to 108MHz
