Any half-decent handicap committee would be quite open on the reasons for the Clause 23 adjustment and log those reasons on the player's handicap record. You mention Handicapmaster in your thread. If your club uses Handicapmaster, you are prompted to record those reason when a Clause 23 adjustment is initiated and a letter to the player is automatically produced which states those reasons. Too many handicap committees feel that they should operate like a secret society with nothing said leaving the 4 walls in which they were spoken. The use of Clause 23 between Annual review periods requires "exceptional circumstances" and "compelling reasons", particularly since the introduction of the ESR trial.
