One of our members contacted congu/englishgolf site to ask a question, the committee found out and accused him of going behind their backs and over their heads and told him not to do that again,and that was not allowed, is that correct? Cant normal club members contact these governing bodies????? to ask their advice?
Also prior to an AGM one member send an email to his friends asking them to attend and support his proposal, the committee found out and told him that is not allowed?????????????? and severely reprimanded him.......help

Why was he contacting the EGU

We had a lady he did the same last year when her husband got an ESR - because the reduction doesn't get shown on the comp score but in the HC she thought our system was wrong - instead of asking us she went to the EGU and demanded the correct HC be published etc

Why does this post sound familiar? Have you posted this before?

Edit, just remembered. Didn't you have a problem with your committee not long back? Something about asking for support for a proposal via E Mail? Your committee sounds like they should be in charge of justice in some tin pot dictatorship.

Both the R&A and CONGU (Golf England) do have processes and request that requests for rulings go through club representatives for a number of reasons.
Relationships with these organisations are important to clubs, especially individuals such as the Handicap Sec who will be in regular contact over a number of years. Therefore the will be protective - not of the nature of the question but the relationships.

Can't comment on the internal issues.

Edit - I took an inference from your original post wording that the question had been taken direct to Golf England rather than starting through the club.
Clearly that wasn't the case here and this was a case of disagreeing with the ruling/advice already given.
Having posted here previously that the advice already given seemed incorrect I'm not surprised it was done this way!
Committees have a responsibility to provide clear accurate information to members and, as referenced above, they have relationships to enable them to do this.

To the first question I would say that as the individual is a member of Golf England he is fully entitled to seek their advice on matters pertaining to golf as I have done when I was at odds with a former Chairman of Golf at my place and needed to prove his poor decision was wrong

The second question was asked more recently by you in another thread and I belive the common answer was that he'd done nothing wrong in most people's opinion

Some frightened comittee there it would seem, if you can't challenge their decisions
 
The question was whether the senior section could use their own unique handicap for their comps which are non qualifying and on non club comp days...but does it matter what the question was?,and we found out we could....its the asking that is under quiery?

Sorry, but the first question was regarding a proposal that you were attempting to drum up support for.

I sent a proposal in to be discussed at our next AGM,re a major trophy, one of my colleagues sent a email round to some of his friends ,also members ,asking them to attend the ,meeting to give support for the proposal.
The committee got wind of it and accused him of underhand tactics and where going to severely reprimand him, surely they cannot try to regulate email communications? Any advise would be welcome...

Your comittee sound a bit draconian tbh.

Why didn't he ask the club first? Suggests there's more to this story than you've posted. And as Duncan has posted, there is a process for approaching Congu, and I have heard of them saying to an individual that they should contact their own club.

As for the garnering support from friends, again you've not posted enough info. Is the issue he's looking to garner support for damaging to the fabric of the club?

I always try and look for what the other side of the story would be, too easy to assume it's all one sided!

why even waste the governing bodies time with this? it's like asking is it ok for me and my mates to play each other off scratch even though we're not scratch.

Because as in this thread http://forums.golf-monthly.co.uk/showthread.php?75249-Senior-Section-Fiddle-Handicap the committee member with committee-itis told them they couldn't and had to desist!

If you only asked the committee, then it would probably not get past them! Though there may be some clause in the Constitution that allows them to 'control all Golf at the Club'. If that's the case, then it should be changed to only those things for which they truly have authority to control! But that would probably require a General Meeting and the usual notifications etc. Lots of hassle and a good way to get folks backs up!
