anyone whose unhappy is entitled to appeal to the area union, so that's what they should do if they are unhappy - the local union are only interested in the consistent application of the system, which is in everyone's interests.

as I explained in the earlier post, ESR is only a matrix designed to indicate what handicap committees should have been doing anyway under the appropriate general play adjustments that are in place in Scotland...

The software has to be country specific (Handicapmaster certainly is) - so no ESR for any Scottish clubs. Perhaps you are confusing it with the Annual Review which does highlight players who have a higher proportion of buffers in relation to the expected norm for their handicap level.
