its my away club, on 56 members and as soon as someone say wins or comes into radar some want to cut them. I was under the impression that the computer would cut them if they came on the radar.

always dangerous to comment on such situations without all the facts but it may be relevant that if a player records 4 Q scores in a year, with 100% within buffer, I believe the AR program will recomend a reduction of 1 shot (which should be implemented even in Scotland!)
the corollary is that such an action outside the AR would be entirely inappropriate ie the basis for the reduction will be handled within the system if it remains a valid premise at the time.
have to assume there's more to this...
lets say the player is a 24 handicapper who in the last 5 comps has went +2 +1 +3 +1 -5 in relation to net diff. he has went from 24.1 to 22.1 in these weeks. well cu 2.0 because of the -5

need the previous 5 scores and timeperiods involved to be definitive but if there was a -4 or better in those scores then I would certainly see an additional 1 shot reduction (as ESR would recommend).
lets be clear about the ESR; it's a formulae derived to assist Handicap committees to make appropriate, consistent, 'general play adjustments'. As such any general play adjustment made by a handicap committee that is consistent with the ESR matrix is inherently appropriate. The SGU's beef about the ESR was the quantum ("-4 isn't that special") but if you intersperse the sort of scores you have indicate here I would suggest that even -3 in front of the +2 above would have me pencilling an agenda issue for the next HC committee meeting!
