How many were cat 5? as they wont be included in the calculations

Do you mean the rest were below SSS or above buffer?

If all 18 were Cat 4 or below, I would expect CSS to be SSS+3 - assuming Par = SSS

Looks ball park with a few cat5 players in the field.

Its also down to the percentage of the various categories (1-4) that made up the field

Between 10 and 15% of Cat 4 and below in buffer will give CSS of SSS+2.
