And Woodlands has always had some very short par 4s and 5s even without going to the forward tees.
How can par be wrong?

710 yards!!! Would take me 5 shots to even reach the green!Pre around 1989 clubs used to have set par strictly based upon length, post that time they were allowed to set par based upon difficulty. Where I play we went from par 69 to par 72 on the yellows based upon changing 3 long par 4s to par 5s two of which have remained par 5s ever since and one which has changed a few times.
These days the charts allow for this with overlap as shown in the charts

I see from the website that your course has been re-rated since the shockingly wrong assessment in 2023. The CR and Slope Ratings now look fine to me.
