So, just like the last 20 years I paid my CONGU levy of around £23 again this year. Torrential rain and my game was cancelled today so out of curiosity I looked CONGU Ltd up on Companies House and viewed their 'micro' accounts. The last submitted reports for 2017 showed income of approx.£78k with cost of about £80k hence a small loss of £1.5K.

If my levy was about the same as everyone else that's only about 3,500 subscribers!! Didn't seem right to me.

Listed as "Men's County Union and England Golf levy" - princely sum of £23.76. It's also interesting that the Ladies fee is dearer at £26.40 !!

Why? because its listed as compulsory with the membership.

So that’s Levys that go to the County and England Golf ? But you said Congu ?

I believe they are funded by the Golf Unions ?

OK. Perhaps I've go the wrong crowd and this is just a small company unit that does handicap management their website lists country reps. Its certainly a bit opaque.

At least I was avoiding Brexit for a bit...

I assume that is what is shown on your Club subscription notice.
There are two separate levys.
One to the County Union for men or to the County Association for women and the other to the National Union/Association (in your case England Golf for both men and women).
They are collected by the county and the national element passed to the appropriate body.
The amount each county sets is decided by the relevant union or association independently. So varies around the country. The national levy is set by the individual national union/association.
CONGU itself is funded directly by the national bodies and the R&A (who have a seat on the board).

The total levy is due from all playing members of a club.
 
If you are in England the EG fee for the current year is £9, so would be paying £14 to your county golf union. As I understand it the national unions affiliated to CONGU fund that body from your subscription to them.

OK I'd decided there must be a 'structure' of corporate entities along the way. There's the so-called, England Golf Union who operate out of Woodhall Spa in Lincolnshire- they turnover just north of £10m. pay about £80k pa to Woodhall in rent and about £560K to 7 senior managers. I should have watched the HoC's Brexit arguments.
