Congu "Rule 19"

I'm not quite sure what you mean by "not quite". It is described as CONGU Club Handicap in the CONGU manual

CONGU® Handicap
A CONGU® Handicap is a handicap allotted and adjusted by the Home Club of a Member inaccordance with the requirements of the UHS. A CONGU® Handicap must only be allotted toa Member of an Affiliated Club. Any other handicap is not a CONGU ® Handicap.The upper limits are 28.0 for men and 36.0 for women.

Slightly contradictory as Club Handicaps allotted and adjusted by the Home Club and the various software systems have built in algorithm to deal with "Club Handicaps".

And disabled handicaps are CONGU handicaps.

But going back to my original question, it seems you can be cut on general play then? A spell of exceptional performance, between annual reviews, and in the absence of Q comps, and the committee could cut you?

Yes has certainly happened at my club, guy off 10 had brilliant run in the xmas comps and is now off 7 ;)

Have a look at the Definitions section of the 2016 Draft Manual. Two types of handicap are listed and defined: the CONGU handicap (max 28/32) and the CONGU Club Handicap (max 54). Different names, different maxima.
 
My mistake. The original pre production Powerpoint presentation I was sent described them simply as Club Handicaps.

The little book says they are 'CONGU® Disability Golf Handicaps'. They may qualify for 'c' status as per clause 25

It does not say they are CONGU® Handicaps.

The definitions are very specific about the distinctions between the three types.

CONGU® Handicap. Any other handicap is not a CONGU ® Handicap.

CONGU® Club Handicap. It is only allotted above the upper limits of 28.0 [36.0] and has an upper limit of 54.0.

CONGU® Disability Golf Handicap. Is a handicap allotted, in accordance with the provisions of Appendix K, to a person with a recognised disability who is unable to play to a handicap of 28 [36] or lower.

Was confirmed by the county when it was applied at the club last year and after speak to congu representatives - it can be classed as "exceptional circunstances" if it's the right thing to do - ie using your judgement.

The handbook won't ever cover every single outcome and at times people need to apply common sense and logic

I didn't realise David Cameron was now in charge of CONGU policy making...
