Club four ball match play has started. We have got a bye into the next round. We have not played a ball yet in the competition and my partner has taken ill and won't be able to play this year. Can I change my partner

Agree. In the ideal world, the Committee will have agreed and written down all the Terms of the Competition. Sometimes the ideal world and the real world are distant cousins.
 
This will be a matter for your competition committee, not the Rules of Golf. It would be very harsh if they said no.
 
Phew! That had me checking our Terms of Competition to make sure the situation was covered. Unsurprisingly, because we are pretty thorough, it is.
Substitutions are allowed up to the first tie to be played in the event of illness, injury or other exceptional circumstance. Brian, if a member of my club, would be allowed to get a new partner.

It seems to me that a club should not deny two people involvement in a competition when it disadvantages no-one to allow it and I'm not even sure that we should have those strict conditions. We pay our subs to play golf and take part in club activities. If something can be done to keep a member included in a competition when his partner has to pull out and thereby give another member a chance to participate, it should be done in my view. Obviously that can only be done before the side has played a tie.
 
At a previous club in NE Scotland ( lots of oil workers) our winter league allowed a sub to be used in all rounds until it got to semi final stage. If they hadn’t there wouldn’t have been many entries.

It does seem sensible to allow a sub before the 1st round - but I still find it annoying when trying to arrange post first round matches by their due date “but I’m away (until after the play-by date)” really is annoying. Why did they enter a knockout when they knew if successful in it they’d have to forgo a tie?
