If a bunker is so water filled that you cannot take relief then it is OK for a local rule that makes the bunker a temporary GUR. I guess if all the bunkers are flooded then they can all be treated as such.

But what if all bunkers are flooded with no prospect of them drying out in the next week, let alone the duration of the comp....

Surely if 1 bunker is made GUR because it's flooded, all flooded bunkers should be the same..?

I guess we're now talking the difference between the rules of golf and common sense. I guess the solution if for a club to nominate 1 bunker to remain in play lol

As far as I understand it, if a bunker is flooded first thing in the morning of a comp then it can be made GUR before the comp starts.
If it rains all day and bunkers become full of water, unlucky. You drop as per the rules

You can if they are all flooded prior to the comp. It does happen Bob. I know courses that have sandy soil that drain very well but the bunkers dont.

please provide your evidence to support this statement - the rules quite clearly state that you cannot.

IMO if all the bunkers are waterlogged then the committee would be able to take those most seriously affected out of play but not all; for the remainder the provisions of rule 25-1 would be applicable.

However....there is absolutely nothing wrong with a committee declaring them all GUR and playing a NQ comp, which would be much more appropriate to such conditions!

Some of our bunkers were flooded last week and the club made a statement that for general play they were GUR but in comp you either dropped in the bunker if possible or dropped outside the bunker under penalty of one stroke according to the rules of golf.

So why were the ones that were OK GUR. Sounds to me like your competion comittee need to sort themselves out, they seem to be making some big mistakes
