Im lost what your point is.

You instructed/asked us to 'Calculate the height of the tortoise'.
The height (see definition) of the tortoise is unchanged regardless of what it may or may not be placed on.

In this case, height is synonymous with 'tall'.
If it is not but means how high is it off the ground then it is 200cm. But that isn't what you asked.

You need to look at the picture again and check where the 200 cm is measured from, it is from the top of the tortoise, not the floor.
