I must admit I find this post a small bit ironic , in the first line you state
"That's not cheating as you have agreed to 'not play the Rules of Golf'. You are simply playing a game, on a golf course and applying most RoGs to that game - just like in 'bounce' games"
but you then follow it up by saying & quoting Congu rules ?
Personaly i took it as a bit of banter between forumers (possibly mates , dont know either so cant be so sure )
Im sure if Bob or any of the rest on here play in a comp they play by full rules of golf, despite our own opinions on them , just my opinion tho ..

I agree, this was on the telly the other day. If he wanted to miss he should have stuck it wide or over the bar.

It was a while ago but from memory in the interview afterwards Seaman and both Fowler mentioned that he (Fowler) pointed and said which wayhe was going with the penalty and hit it at less than full power.

Wrong, I'm afraid. The penalty was saved & Jason McAteer scored the rebound. If Fowler wanted to deliberately miss he would have knocked it wide, over the bar or passed it gently back to the keeper...................IMO.

I have/did reflect on that myself - and found no 'clash', given the nature of the match. With other 'non ROG' matches - such as those where lost ball 'penalty' is 1 shot and replacement played from fairway - could well be of benefit to the higher handicap player.
Probably banter indeed - and confirmed as joke by Bob. But needs clarification/explanation given that it was posted by someone with some 'authority'. And his subsequent post confirms that he believes that full handicap is wrong - in spite of all evidence being that full handicap still gives the advantage to the low-capper. A quote from the Leo Diegel & Jim Dante book '9 Bad Shots of Golf and What to Do About Them'... 'Golfers can be stubborn fellows'!
I should hope so. Otherwise, if not by accident/ignorance, that would make them a cheat!

Maybe so, but I'm still entitled to an opinion .
You say you speak from experience, well so do I and my experience tells me I normally came second off 3/4s never mind full h/cap.

I haven't read through all of the posts so sorry for any duplication. But my take is that to cheat you have to knowingly break the rules to gain an advantage. Just breaking a rule does not make you a cheat if you were unaware and were not trying to gain an advantage. Especially in a game like golf with all the rules. There has to be intent. It's like murder and manslaughter, for it to be murder you don't just have to kill someone but there has to be intent.
If breaking a rule made you a cheat then every single golfer in the world, ever, could have been called a cheat at some time. And you can't say golf is a gentleman's game yet at the same time have every single player of the game being a cheat.

or being a member of one club ( green fees £820 ) and h/c 7,but also a member of another club near WINWICK (green fees £240) and there having a h/c of 16 and producing this h/c certificate for open comps at other courses not in the area,and yes i did report him but was told he had declared the one with his higher h/c as his home course and they could do nothing !!!!!! that is a cheat.

There is a moral definition between cheating through ignorance and deliberate action but at the end of the day it is cheating. If any of my playing partners break a rule in a competition I will ping them. However if it is clear they are unaware of what they did wrong I do try and explain my actions and refer them to the rule book (which is always in my bag).
