They would be DQd for playing as 4ball when the conditions say max 3ball, not for changing groups

this is the right question in the context of the issue raised by williamalex1

it's good to have a well drafted CoC ( note to delc - the Rules actually require you to have one and spell out some of the things it has to cover); and well drafted should include the committees powers to deal with issues such as this!
