Once saw it at Craibstone GC in an Open, absolute farce, how can you have a scratch score when it's points based?

Very easily! Might only be relevant for a few players, but no sweat for them - nor for those that 'disqualify' themselves from it by not completing holes. The way handicaps are calculated is 'points based' and can certainly be handled/used in Scratch comps where NRs are applied!
