i hit a shot into a par 3 green, preferred lies were on the ball landed about 3 feet to the right of the green in semi rough, just outside the cut of the fairway. ball plugged because not on fairway is it a penalty drop to remove it? or just hack the course up?
 
If it wasn't abnormal ground conditions, then unless a Local Rule is in place, then play it as it lies or take a Penalty drop.

I'm an advocate of the 'Plugged in the Rough' getting free drop whenever Preferred Lies are in place for exactly this situation.
 
yes if its not a closely mown area play it as it lies or unplayable lie if the course was really wet you could take up a stance and pray for casual water appearing around your feet
 
Ask your committee if there is a local rule. Our policy is to let players have a free drop if its plugged in the rough.

Shouldn't need to ask. A quick look at the club noticeboard should suffice. If there isn't one in place then might be worth putting forward for committee to consider it for future.

At our club there is a local Winter rule that a plugged ball anywhere through the green (excludes hazards etc) can be lifted, cleaned and dropped within one club length, not nearer the hole. This is in addition to lift clean and place within 6" on closely mown areas. The OP should check his club's local winter rules.

The pro's get a free drop from this situation whatever the course conditions. It is in 'their' copy of the rules.

This is not an approved version.

It should read “ .... dropped as near as possible to where it lay but not nearer the hole".
 
Thats because usga rules differ in this area

The USGA and R&A rules are the same.

The Rules have an authorised Local Rule which may be used at the discretion of any Committee.

The PGA Tour choose to use it. The have no rules of their own.
