Ball lost in an obstruction

The title says it all really. It is known or virtually certain that a ball which cannot be found is within an obstruction. How should one proceed? I can't find the situation in the rules/decisions. In the absence of anything saying otherwise, I assume one must just treat it as a lost ball?

Seems that basically there is no penalty (unless it was an IO in a water hazard).
 
I find that it's easier to miss bits when you're looking on line than it is if you look in the hardcopy book. One of the consequences of doing things online at 5 in the morning whilst not disturbing HID.
