Ball Deflected by Power Line - Choice to Replay

Playing in the scratch team at my club years ago we had this .
There was a thin power line over a short par three to power a generator in greenkeepers hut.
My op glanced the line and got a hole in one.
He was busy celebrating and doing a Hale Irwin to the few spectators when our team captain told him he had to play again due to hitting the cable.
I always thought this was wrong , and it’s just the same as hitting a tree branch.
But the rule was there in black and white.

I won the hole with a 2, and beat him one up that didn’t go down well.

He would certainly be celebrating if, as can happen on our course, he struck the cable and the ball shot Out of Bounds. The Local Rule, in that case, would have benefitted him.

A player has been known to hit a cable with 3 successive shots.

Q.An overhead power line is so situated that it interferes with the play of a hole. Would it be appropriate for the Committee to make a Local Rule allowing a player whose ball is deflected by this power line the option to replay the stroke, without penalty, if he wishes?
A.No

However, a Local Rule requiring a player to replay the stroke would be acceptable.
