Are these irons decent for a beginner?

My brother is taking up playing with me. I recently bought a set of irons for myself and now he’s looking for something cheap to get started with.

Found these on eBay - are they a decent shout for a beginner?

The budget is very tight and this would probably be top end of it so obviously accept that options will be quite limited in this bracket.

They are game improvement irons and well reviewed so I would have thought they would be ideal for a beginner
