If the Committee implement the condition of competition, then that part of Rule 7-1 does not apply; there is no disqualification.
Why would CONGU over-rule the Committee when the Committee implements a permitted condition of competition? (this is an example of what I referred to in another thread - very officious and rigid about handicapping but much less so about Rules of Amateur Status.)
