How far are you pushing that thought? If I zip my jumper on and say "Christ it's windy" have I just advised someone else to factor in the wind?
No, as it being windy is a statement of fact and therefore allowed. If you said “it’s windy, I’d club up for this shot” then it’s a penalty.
 
The rule specifically talks about intention. Therefore regardless of the wording, if someone says “Take your time” with the intention of just politely letting the player putt out and has no intention of influencing their game, then it does not break the rule, simple as that. It does not matter how the comment is received as the rule makes no mention of the interpretation by the recipient, only the intention of the person who says it.

How do you know what was intended? You possibly don’t. You can ask of course, and if the person is daft enough to say that they intended to calm the person down etc then they have broken the rule. As someone above states, it could be more obvious (eg in the case where someone has just missed a putt, is frustrated and is about to reach over the hole and tap in from a funny angle) and then you could call them on it.

There will be people above who don’t agree and will say I’m wrong. I don’t agree with them either (and they’re wrong)! :p
