Obviously from original post, we as a Club are trying to address this issue after it occurring a few times last season. Not a big problem, but one we’d like to address.
Unfortunately, not everybody joins a Golf Club to feel part of a club or take part in anything else but simply to turn up, play 18 holes and go home, no amount of moral outrage or us feeling they should oblige can force them, there is nothing you can do.
How hard would it be for someone who is left on their own to make a story up to cancel the booking for personal reasons (medical, family emergency etc).

Fully appreciate that you can not force them, that does not mean as a club that you should not make them feel an obligation to play and if that means some form of a deterrent then so be it. If a member should want to turn up and play that's fine, but if they wish to play in some form of competition then they should be obliged to play by the rules set by the club

Yes that's fine ,if I'm understanding you correctly , there is a group A, B ,C and a group D, E , F so if C and F pull out A+B then join D+E . In this scenario if C and F hadn't let A+B and D+E of their intentions though they would still be spoken to .

Not quite, ;)

A, B, C, D, and E, F, G, H,
D & H pull out.
C decides to move to E, F, & G.
So instead of C & G missing out A & B are left on their own,

Ok with you now 😁
If it was within 24hrs of the comp D,H and C would all be spoken to . C would be spoken to more severely because his actions have left a pair on their own and unable to play in the comp but he now can .
In fairness I've not seen this scenario at our place yet but we have had 4ball go down to a 3 then the 3rd person left to join another 3 but they then didn't play in the comp .
The first person to pull out was a serial offender so is now on a 2 month comp ban 😉
