The day after completion of a matchplay comp the winning player notices he had 15 clubs in his bag and notifies the organizer. Is it right to assume that player is DQ'd at this point?

I think the competition committee will advise of the specific situation
(guessing that the status of the comp may have a bearing i.e was play concluded or comp actually closed etc)

unusual oe, not sure its a straight forward DQ as i think there is a limit on number of holes lost for exceeding 14 clubs, i would possibly suggest a rematch?

And it's never DQ anyway.

Match play – At the conclusion of the hole at which the breach is discovered, the state of the match is adjusted by deducting one hole for each hole at which a breach occurred; maximum deduction per round – Two holes.

Strokeplay it's 2 shots per hole, maximum of 4 shots - allocated to first 2 holes of breach.
