Winter/Temporary Greens, how to play them when not in use?

I played our course today and found that many of the temporary greens have divot marks on them. Now when the temporary greens were being prepared at the end of last year they had a white marked edge which I treated as GUR, if the ball went on this green I picked up and dropped the ball off the temporary green, and the temps were in really good condition when they first got used. Now, (still marked) however they are being chipped off etc when the full greens are being used. Am I right in thinking as it has a full white line round the temp they should be treated like GUR or am I mistaken?

It should be marked on your winter rules to say they should be treated as not in play when using the real greens, basically they should be treated as the wrong green.

You can not permanently mark them as gur
