Winter handicap cuts

Hi - what's the situation with handicap changes during the winter?
can you get them from comps? - we have an individual stable ford on Sunday, that is classed as a club comp - can it be used for handicap increase/decrease?

You can get a cut if the comp is deemed a qualifier and it meets all the conditions required for a qualifier

Not an expert but providing the course is fully open (not temp greens) then I can't see why it shouldn't be a qualifier
 
I believe a maximum of 2 temp greens can be used in qualifying comps.

The length of the course also needs to be within a certain distance (100 yards?) of the measured course.
 
We've just moved on to yellow tees for winter comps and as far as I know they will all be qualifiers (well the stablefords and medals will be) as long as the course is fully open.
