We are having a winter eclectic amongst ourselfs and are not sure of the handicap ruling as our handicaps range between 2 thru to 21 is it full handicap , half handicap ?

Depends how many cards count.
As an example, say 12 - 15 cards being put in, add up the best gross score on each hole, take 3/8ths of the player's h/cap and deduct that from his eclectic "gross" score.
