I was off 21 and shot a 70 course par what ever that equates too it was in a medal aswell.

That would be a net 49 and approx 57 stableford points giving you a handicap cut of around 6.3

I had a 66 -2 about 3 weeks ago off 8 although css was 66 so level par which is still good in my eyes

You say last year you shot gross 70 which is a cut of 6. That makes you off 15. You say you haven't played to or above your handicap for the last year but you are now off 18?
