From the responsibilities of the Handicap Committee in the CONGU manual:
~7.5 Display in a prominent position at the club all alterations to Members’ Playing Handicaps immediately
they are made.
That would suggest to me that alterations become official when they are posted on the notice board. If the person processing cards has published to CDH/HDID then it's only a click of a button to print out the amendments and post them on the notice board.
Whilst I can see the logic in this I think it is slightly flawed - I don't have a access to a manual on this device to check an alternative line!
So the player turns up on Monday, has a handicap certificate printed by the club (for some reason) which shows 12.5, has a card preprinted for the competition which shows 13 and comes back in to record his results on a system that shows his handicap as 13.
An extremely out of date piece of paper on the wall shows him off 16 (say).
Are you happy that he is permitted to play off 16 because that was the last list printed (before the printer broke)? I suspect you aren't!
Fish confused things slightly with his initial post - but that's all been clarified now
IMO if the player has been advised by a system on behalf of the handicap authority that the competition is closed and he has gone from 12.4 to 12.5 then that is his handicap UNLESS he is aware of some reason that this may be in error (a bit like that mythical bank error that credits your account with millions - it's not yours! ).
Put another way, the player's handicap is a fact - having an out of date list up doesn't change that fact whether it's a day, month or year out of date.
