Ok,.... so you played poorly in a Q Comp on a Sat as, say 12.4 & the results were published on Sunday on HDIDo & you also got the e-mail saying the .1 from Sat moves your Handicap up 13....... On Mon you turn-up to play a match but the 'Master' Handicap list on the Club Notice board has not yet been up-dated...... so can you play off 13 or do you have to use 12 until the 'Master' is changed.
I ask as our Club has a playing rule that says this...... anyone else come across it??
 
You yourself are responsible for playing off your correct handicap irrelevant of any delayed admin, so you are 12.5 and should be playing immediately of a declared 13.

You cant put yourself up till its official and you have received notification from the club. You have to put yourself down if you know you will be lower.

Do you not have a sign in / score entry on a computer ?it should tell u ur exact when you sign in /enter score.

Club must have processed the results for them to be on HDiD as it only posts what it receives ..

We have golfnet here (Irl) which is the only official online handicap as its on the GUI website ..


If its not on computer or posted up as LQ says above you cannot raise your own handicap , only cut it
 
Publication of the comp results online would be sufficient in my view. The software can only publish as part of the competition finish process. We stopped publishing printed handicap lists years ago....we have a couple of screens around the club with the handicap list as one of the permanent menu items. Possibly have saved a whole tree by now :D

But he's received official notification from the Club2000 (HDID) system of his change and in those emails it clearly states, your handicap is now....

This will also be shown on his handicap certificate which can be downloaded from that said system.

Just because a master handicap list hasn't been updated by Joe Bloggs by first thing Monday morning should have no bearing on it, you know you've gone up 0.1 and as such because you were on 0.4 you have now gone up a shot.

For me inputting the score of the day into the system the club provides and getting notification from that said system provider is official notification and should supercede any manual paperwork just to confirm what everyone else can see & know!

I bet if he went on to England Golf site he would have also seen his handicap had gone up, should he also ignore that just until some paper directory is published, what if the guy who does that goes on holiday for 2 weeks!!

I agree with what you are saying as he received the email saying his handicap had gone up and it will be logged on the CDH. Its the CDH and the club system that will be up to date not the handicap notice board in the clubhouse.

I was just saying that you cant put yourself up put you have to put yourself down if you know your going to get cut.
 
In this scenario I would be checking englandgolf website for CDH confirmation of actually current handicap. Any doubts play off lower h/cap IMO.
 
The printing of the master handicap list is an additional option, it is not included as part of the competition reports which are not automatic but also have to be requested. If the result and subsequent handicap change has been published to HDID then the competition must have been closed.

I would say play off 13.

As soon as the result is published on which ever software the club uses then the comp is closed and the HC displayed in the is the active one

The only thing that can happen after is the additional ESR that could be applied to someone but that is normally published with any HC changes that may have occurred as a result of the comp

But is HDiD official ..?

I get the fact that the club have to process the result for it to get sent to HDiD in the first place ..

I know for a fact we have had issues at our club with differences & we have been told HDiD is not an official sight

HDID is the website that displays results

The actual software that manages the comps and HC locally is one of many - Club Systems and Intelligent are the two main ones and whatever is on that is the official result and HC - that software is also used to update the CDH
 
From the responsibilities of the Handicap Committee in the CONGU manual:

~7.5 Display in a prominent position at the club all alterations to Members’ Playing Handicaps immediately
they are made.

That would suggest to me that alterations become official when they are posted on the notice board. If the person processing cards has published to CDH/HDID then it's only a click of a button to print out the amendments and post them on the notice board.
 
As others have said, let's look at the outcomes for the player -
- if he records a 12, he's fine but maybe short one stroke (likely not a big deal)
- if he records a 13, he may be disqualified (likely a big deal).

I'd bite the bullet and record and play as a 12.

Say you play in a competition and the results and handicap change are published to HDID, you are playing in a comp at another club the following day so do not know if the master list has been changed or not which handicap do you use. (Schrodinger's Handicap)

Once any comp has been finished and closed the "master list" on either club systems or intelligent golf will automatically update and that will be the HC a player should play off - it being printed or not doesn't really matter
