My local course at present is a 9 hole course, but next year it will have 2 tee boxes for each green.

Will it then be a 18 hole course or still a 9 hole course?

If each tee box is sufficiently far from the other on the same hole so that the basic line/length is altered then I would call it 18.
My old club began as a 9 holer - but you went round twice so it's a 9 holer.
Another club in the County has 18 different tees, all significantly different - that's an 18 holer.

my course is 2 loops of 9, seperate tee boxes for each 9 and a 10th green for the 15th. Its has a proper SSS therfore 18 holes

the greens are small, the fairways on some fairly tight and plenty of OOB... its a git :)

How different can it possibly be made though?

most of our tee's make the view a lot different so add a slight dogleg and length to each hole. whilst the approaches can be similar its all down to the tee shot so definitely playing 18 different tee shots and usually 18 different appraches due to the extra/less length and angle

The new tee boxes at the Dragons Tooth course are up to 50 yards longer with additional hazzards.

Fair enough I have only played 2 9 holers with two tee boxes and TBH it never madde that much difference except on a couple of holes.

A course with 9 holes is a 9 hole course regardless of how many tees, I played at one for years and had different tees for each 9 holes on medal day, it had an 18 hole SSS but the course was still considered a 9 holer.

Is a "hole" in golf not the hole in it's entireity, i.e. from tee to green?

If so, and played from 2 sets of tees, I'd have said it's an 18 hole as there are 18 individual "holes" to play. Just happen to use the same greens.

I could well be wrong though!
