It looks like a map measurer and someone has put the wrong face on it. It shouldn’t be compass points but a gauge.

Perhaps you use it in a similar way to a distance measuring device on maps, but instead of distance it tells you the direction you are/would be going if it followed a route on the map.

If you're measuring from A to B you'd count how many revolutions of the map wheel there were, then you'd run it across the scale, usually found at the bottom of the map the same number of revolutions.

If A to B was 10 full revolutions, and the map scale = 1 mile, and the wheel went across the scale 10 times, the distance from A to B = 10 miles.
