Water in Bunkers

A bunker is partially filled with water. Your ball lands in the water. There is more than half the bunker not under water. Where do you drop your ball?
 
Nearest point of relief (ball not in water) but still in the bunker

More exactly, you find the nearest point not nearer the hole at which you get complete relief - which includes your stance - and drop your ball within a club length of that point, not nearer the hole. If there isn't such a point, you find the nearest point at which you get the greatest amount of relief.
 
You have to remember that if the "dry land" in the bunker is nearer the hole, it wont meet the requirements for nearest point of relief. Which is just tough luck.

But also remember that for one penalty stroke, you can drop back on a line outside the bunker if you so choose.

I thought it was a 2 stroke penalty for dropping out.

One stroke penalty if you are dropping outside the bunker because of an abnormal course condition in the bunker. (Rule 16.1c(2))

Two stroke penalty if you are dropping outside the bunker because you have decided your ball in the bunker is unplayable. (Rule 19.3b)

There are a couple of very good explanatory diagrams in the rule book adjacent to the two respective rules. (Diagrams 16.1c and 19.3)
