When determining whether a ball has gone into a hazard, does it count if somebody from another group saw it go in?

For example on a call up hole with water , it’s possible for the group calling up to have a better vantage point. Does their input matter?

Or does it have to be FC’s from the players group, or even just the player himself that can call it?
