unplayable off the tee

What's the problem? The OP's question didn't give a precise question and Foxholer's answer assumed (reasonably) that the player took one of 3 options. Of course there was going to be more said in order to reach clarity. Besides, maybe members of the forum enjoy exploring, expanding and asking supplementary questions. It's called discussion or just conversation. It's what people with common interests do. I like it.

It also, hopefully, suggests/implies that there may be a 'broader picture' that should be considered/checked too! This (checking options, for example) is something that can be very helpful in some golfing situations, where the stress of ending up in a particular situation can mask a relatively simple 'get-out'! I too am (generally) a 'fan'!

No. He may use a tee or play from the ground regardless of what he did before.

Er...Not always! You've been 'incomplete' Only if he was going back to the tee.

If he goes back to the tee does he have to replay from as close as possible to where the original shot was taken from or does he get the option of using any part of the teeing area that he likes?

He may play from anywhere in the teeing ground.
He may tee the ball any way he wants (providing it is legitimate) and use any club, regardless of what he did previously.
