All comes back to the spirit of the game as defined in the rules.

Ultimately if that specific aspect is seen to be abused then the tour would use it's wider powers outside an individual competition.

My whole beef with the Thompson issue was how long it took for a penalty to be administered. Wasnt it the following day during the next / last round? That turned the tournament into a farce for me. There should be a limit as to when someone can notice an infringement and it be taken into account. What happens if someone notices the day after the final round? Would the penalty be administered retrospectively with the risk of the winner actually being someone else many hours after the trophy and the cheque have been awarded?

Prior to 1984 "call-ins" were not permitted. To me, that's modern day.
