thanks everyone for your replies to my last question, but i have a new question.
A player touches their ball either on the green or fairway with their club, but the ball does not move, is this a penalty?
as above ,but the ball does move/oscilate, but does not move from its original position, or returns to its original position, is this a penalty?

If you touch your ball with your club or any other way accidentally, that's all right. If you touch it purposely except with your club when you are addressing the ball, that's not all right and will cost you a penalty stroke.

A ball that wobbles, moves but returns to its original position has not moved.
