I only saw it when it happened and not looked again yet, but is it possible that the hazard snakes up the side of the hole and it last crossed the opposite side of the hazard?

I followed it on Shot Tracker on the PGA Tour website.

After his tee shot, it said he had 315 to the green from where his ball ended up in the drink. After the drop, his yardage was 327, which would seem to contradict what they're saying.
Merely just a 3/4 pw left into the green with that yardage left.

It looks poor whether it was deliberate or not and I assume he took advice from the official. Very doubtful the PGA will DQ Woods even if its shown to be erroneous and will come out with some PR bull to bypass the embarrassing truth
