Just checking please ...

A players ball lies just outside a bunker - such that the player can still play it towards the green but only if they stand in the bunker to do so. The bunker is pretty much flooded and the player would have to stand in the water.

Presumably the player is entitled to free relief - and the fact that the water happens to be in a bunker is irrelevant? And if the player can take a stance outside the bunker after taking relief, then that's just good fortune?

Looking at other situations than a bunker, water in a penalty area isn’t temporary water (even if it’s temporary?). For obvious reasons when you think about it.
