If a player enters a Supplementary score that's say 2/3 strokes under the SS, should he adjust his h/c down accordingly,
especially if he's playing in an away comp before the card has been processed ??

Yes.

Players responsibility to declare any handicap cut; and base it on SSS (if CSS is unknown). As it is a supplementary, use SSS and reduce handicap accordingly.
