Probably just a combination of the putter design and his stance. Everyone is different, if it works for him then thats fine.

Just take a look at the variety of swings on show in the modern game, they all do the basics really well but get the ball in their own little way. Its done to body size and shape, muscle tone and size as well as bone and ligaments.

Throw in different types of ways to learn the game (Bubba or Seve vs Luke or Lee)...
 
He uses an Odyssey #2 design... it sits quite flat. I am nowhere near as tall as him and mine seems to want to sit heel up as well. Lovely simply shape though... no distraction.
 
Best putter around for sure, I believe by having the heel up he has very little 'saloon door' style opening and closing of the putter face, it stays close to perpendicular to target line throughout the stroke.
Get its rolling immediately too rather than skidding which is good.
