Are you sure the later holes have actually been played.

We get a lot of players still using NR (hole started not completed) when they have walked in when they should be using NS (hole not started.

We also get a lot of players just going NR, NR etc when they cannot be bothered to record the actual score because they know it is a bad one in total.
 
Assuming P=pick-up(?), it looks like someone incorrectly recording scores for holes they haven't played after abandoning those rounds.
It's impossible to draw any further inference from what you have posted.
 
It appears that less than 10 holes have been attempted in each case, so Penalty Score should be applied in each case, and a wee word from the M&H Committee I reckon.
 
He just walks off. But if you know you are only going to play 9 holes and go home. Dont enter comp. Unless the plan is to alter your handicap
"If" is doing a lot of heavy lifting in the leap to manipulation from a couple of abandoned rounds.
There are many reasons why people abandon rounds they shouldn't.

Your Handicap Committee should be speaking to him about the rules and his responsibilities, and correcting the entry of those scores to properly denote holes not started.
 
Many of my recent cards have an abundance of NR, though thankfully the number per round is slowly decreasing.
Perhaps this chap is like me, recovering from a broken back and suffering the muscle effects after.
 
It's allowed to put in nine hole cards for handicap and a minimum of 10 holes for an 18 hole round.
The intent must be to play a complete 9 or 18 holes (unless there are holes out of play). You cannot simply choose to not play holes that are open without a valid reason.

How does a minimum 10 holes in an 18 hole round work then?
The committee may specify that play is over fewer than 18 holes, e.g. due to hole closure(s); or an 18 hole round may be cut short by factors outside the control of the player, e.g. injury or illness, danger, severe weather, darkness, emergency, flooding, etc.

In such cases, the round is acceptable as an 18-hole score if the minimum of 10 has been started.
