As in "it was a penalty"/"no it wasn't"/"it crossed the line"/"no it didn't"/"he dived"/"it was a stonewall penalty" etc etc etc
My background is with the NFL and instant replay has been part of the game for the past 20 years. But they do not replay judgement calls such as pass interference which is an official's interpretation. As in a penalty in football.
They do review whether a player was in bounds or not, if a fumble had occured etc. And there are rules on challenges (two per coach and all scoring plays and plays inside the last two minutes of a half).
So would it work for football?
I would love to see it tried. The first 3pm game to finish at 5.30 would put an end to that. And if you did replay penalties, how would you prove one way or the other? In the NFL, there has to be insurmountable proof that the decision was wrong. And we have all seen how cricket replays on catches just don't work.
How about two referees per game? They tried this in ice hockey a few years back in 25% of the games. And it worked superbly so now it is part of the game.
You can talk about referee's consistency but everyone is different because they are human. And this is where a manager's hypocrisy comes in as one week they are bleating about a challenge and the following week, one of their players commits hari-kiri and it is "he's not that kind of player".
There is no perfect solution but something needs to be done to cut down on 95% of the calls to TalkShite and about 80% of the football posts on every forum!!
