Roof height is probably your biggest issue. Think if the building is less than 2 metres from a boundary the maximum roof height is 2.5 meters. More than 2 meters away from a boundary you can have a pitched roof up to 4 metres. Size wise you can't go above 50% of the land that came with the house, you also have to include other outbuildings in that 50% as well. I have not looked for a while so rules on permitted development may have changed so worth checking online.

I am pretty sure you can lower the floor of your shed outside, I would drop it below the garden level and step down into it.
Sadly the garden is big enough but my wife is a gardener ☹️️, which means I waste many a weekend helping in the garden or acting as the child minder - when he is old enough we'll both be on the course !
 
You need some serious height in what ever room you use. I'm 6'3 and just about feel comfortable swinging a wedge in my front room with 9' high ceilings. Go with the idea of building something in your garden is the best bet, check with local planning office though so you don't get into trouble for it. Wouldn't cost the earth to put up a wooden structure big enough, especially if you do it yourself.

You will probably find that you need a higher ceiling to swing a wedge due to the steeper swing plane and therefore higher follow through
