Should this be a qualifying Comp?

And it's singles as opposed to pairs ?

Do people need to have a HC cert or book in with their CDH ?

Does seem like it should be a HC qualifier provided the course fits the remit

The Organising Committee needs to be authorised by the club. But that could be the pro as opposed to the Competition Committee.

Yep it could - will be interesting to know how the pro administers the competition

The results are collated manually and are not inputted onto HDID. The Club Competitions Committee are obviously aware that the pro is organising the Comps but I do no know whether they have been specifically authorised.

Additionally the pro has the agreement of the Cpuncil of the Club.

Well everything seems in place for it to be a qualifier - so maybe ask the pro why it isn't ?
 
I can confirm my statement made earlier.


Providing the club give players sufficient opportunities to play qualifying rounds they have no specific obligation to make every 'eligible' round a qualifier.

That would seem a little at odds with this statement contained in the CONGU manual:

"Every golf club or handicapping authority will, whenever possible run stroke play competitions as
qualifying competitions, calculate a Competition Scratch Score and make all handicap adjustments
strictly in accordance with the system."

I would agree but I believe the authorities recognise that as most clubs run on volunteer labour, the task of managing large numbers of qualifiers maybe too onerous for some and that the intent of the UHS is not abused. Particularly if the course is being altered frequently or at short notice. eg this bunker closed this morning but opened this afternoon, temp greens until the frost or puddles have cleared, etc.
Further, courses are rated as if mid season conditions exist and handicaps relate to those conditions. Even allowing for preferred lies, winter greens, tee and fairway mats, conditions will materially affect the play of many players. This may be better or worse. Some players cope very well with mats others can't handle wet bunkers. eg my game improves (relatively) in winter conditions. I use a driver off fairway mats, my chipping and pitching are better than my long putting.
