Should this be a qualifying Comp?

Our season has finished but in November we have a Turkey Trot and today was the first day!

It was a stablford, yellow tees, no preferred lies, all bunkers in play and no temporary greens. It was a proper organised comp with tee off times arranged before today with everything similar to our Comps during the summer.

I thought it should have been a qualifying comp but our 'Rules Guru' said no because it is a rolling competition throughout the month and no CSS could be determined.

Is he correct and if so what is the reason please?

Does your yellows have a SSS and a measured course ?

Each round can be deemed a qualifier on its own if the yellows has a SSS

If it's no, then it's probably another example of a Club deeming that their (qualifying) season is from April till mid October! It's something i have/would now ask before joining and reject any Club that don't have qualifiers all year round! Easier done by Southern or links courses.
 
We have a 9 hole turkey shoot tomorrow, we are on lift and place but that should not stop it being a qualifier, however it isn't one.

BTW he is a County referee which I know means very little.
 
We have a 9 hole turkey shoot tomorrow, we are on lift and place but that should not stop it being a qualifier, however it isn't one.

Does the course have a 9 hole SSS set up on the HC software ?

To be fair (which I doubt was your intention ;)), a referee can genuinely know little to nothing of handicapping matters as they do not form any part of his rules education or the exams he has passed. The Rules of Golf are not concerned with handicapping.
 
Yes, we do have 9 hole qualifiers during the season, on reflection though, I believe we are playing lift and place through the green so I guess that would prevent it being a qualifier.

Indeed, knowledge of The Rules is no guarantee of knowledge of Congu Handicapping procedures - as they are a completely different set of 'rules'! Though it's likely that someone who can become a County Referee would likely be capable of becoming an administrator of Congu procedures. He/She should, however, know that the first step is to look at what the rules state! And there is nothing that precludes comps of shortened courses - that have an SSS - being qualifiers and, imo (and I believe Congu's), every opportunity for a comp to be a qualifying one should be taken!
 
Could you point me in the direction where it says this when you have a moment.

Clause 15 (3) of the CONGU manual spells it out that the following local rule should be in force:

~“A ball lying on a closely mown area through the green may be lifted without penalty and cleaned. Before lifting the ball, the player must mark its position. Having lifted the ball, he must place it on a spot within 6 inches [50mm] of and not nearer the hole than where it originally lay, that is not in a hazard and not on a putting green.

Got that thanks, it was more to do with what can or cannot be a qualifier.

So which is it?

I'm pretty sure I played in a qualifying comp at a previous club with lift & place allowed, it may have been reductions only, is this where the confusion lies, or.....
